Is there anyway I can spy another person messages on WhatsApp by having only the person WhatsApp number?

In a word - no.

Whatsapp is end to end encrypted so there's no way to see another person's messages, certainly not legally or morally.

There are a few "solutions" out there that advertise they can do this but these are largely scams and are best avoided.

Really, but some peope actually use some App like that to spy WhatsApp or through coding etc. Alright then

You could potentially set up a link to Whatsapp web if you have physical and unlocked access to someone else's phone, but this is at best unethical and potentially illegal.
