One reason for having both would be so that you could recover from a catastrophic failure where your hard drive completely fails and could no longer boot. How would you access the files in OneDrive then? You should have a disk image of your system locally for that reason.
No upgrade here. Faster wifi wouldn't buy me anything. Sure a speedtest would improve but in oractical terms the gating factor is the website you are accessing. My current wifi is already faster than the majority of the websites I visit can deliver.

I have machines running Win 11 and machines running Win 10. Windows 11 isn’t substantially different than Win 10, IMO. Differences are mostly cosmetic.
I haven’t jumped to upgrade any machines to 11 but wouldn’t hold back either.
Unless you find a good deal on a used laptop, I doubt you will be able to get a laptop with an i7 and 12GB of RAM with your budget. You may need to settle for an i5.
What can we do about it? People in this forum have given you their input, there’s not much else we can do. Hope you like the system other than the camera.
If you are using it for work purposes, tell your employer to supply you with a proper camera. If this is for personal use, again, don’t fret about it, the world won’t come to and end.
The simplest solution is to not worry about it. So what if it looks like you’re looking at the top of the monitor instead of straight ahead?
If it bothers you a lot, buy a top mounted camera, otherwise don’t worry about it.
Upgrading the RAM to 8GB would be pointless unless the OS was upgraded to 64 bit which would mean a clean install with all apps re-installed as well.
Putting in an SSD would make the laptop feel a little snappier but really only speeds up boot time and program loading.

If you haven’t already done so, Google “disassembly” with the laptop model and you may find a YouTube video or a tutorial on how to disassemble it. If you can’t find the exact model, look at some of other Asus laptops and you may get a clue that will help.
This is pretty much just a personal preference thing. I personally leave my system on but make sure the display is set to blank when not being used. I do that because I often want to access files on my system from other machines I own.
From a cost standpoint, it will cost more to leave it on...
